Roast garlic at 400°F (200°C) by slicing off the top, drizzling with oil, wrapping in foil, and baking for 35-40 minutes. Cool and squeeze out cloves.
Bloom yeast in warm milk (105-110°F) with sugar for 5-10 minutes. Whisk in egg and melted butter.
Mix in flour and salt, knead until smooth and springy (8-10 minutes). Let rise covered for 60 minutes.
Brown butter until nutty, mash in roasted garlic, herbs, salt, and pepper. Reserve clear butter for brushing.
Divide dough into 20 pieces (~48g each), roll into balls, arrange in a greased 9x13-inch pan, and brush with butter. Proof for 35 minutes.
Bake at 375°F (190°C) for 18-22 minutes until deep golden. Immediately spoon garlic-herb butter over and let rest 10 minutes. Sprinkle flaky salt and serve warm.
