Instructions
Mix dry ingredients in a bowl.
Melt butter, then pour into a bowl and add milk, sugars, egg, and vanilla. Whisk until smooth.
Stir in dry ingredients and chocolate chips. Chill dough for 30 minutes.
Preheat oven to 350°F (175°C). Scoop dough onto baking sheets and bake for 10-12 minutes.
Cool cookies, sprinkle with sea salt if desired, then serve.
