Instructions
Cook oil and onion until caramelized, then add garlic, chili powder, and corn flour; stir for 45 seconds.
Gradually add water and remaining ingredients; simmer while preparing steak filling.
Cook steak with butter and oil until browned, add vegetables, then stir in enchilada sauce and remove from heat.
Assemble burritos with beans, steak filling, and cheese, then roll and place seam side down in baking dish.
Bake at 400°F (200°C) for 15-20 minutes until cheese melts; garnish and serve.
Notes
For extra flavor, add fresh cilantro and serve with sour cream.
