Instructions
Preheat oven to 350°F (175°C).
Mix dry ingredients in a bowl. Combine wet ingredients in another bowl.
Pour wet into dry, stir until just combined. Spread batter in prepared pan.
Prepare crumb topping with dry ingredients and cold butter until crumbly. Sprinkle over batter.
Bake for 35 minutes, then cool slightly before serving.
